Nothing about the physical grid changes. ComEd owns the infrastructure, manages outages, and sends you one bill — every month, same as always.
On the supply line, you'll see "Base Retail LLC" instead of ComEd's default. On-peak rate: 8.8¢/kWh. Off-peak: 8.5¢/kWh. Both are at least 15% below what ComEd would charge you.
The Base battery charges overnight when power is cheapest — and you don't pay for that charging. During peak hours, when the rate is higher, it powers your home instead of the grid, delivering you a lower rate without changing anything about how you use electricity.
Same battery. When there's an outage, it automatically powers your home — up to 24 hours of backup. No generator, no gas, no noise.

If you are raising a complaint to our team, you have the right to receive our response to your complaint in writing. Base will respond to your complaint as soon as possible, typically within (1) day and always within fourteen (14) days. You also have the right to file a complaint with the Illinois Commerce Commission at 1-800-524-0795 or at www.icc.illinois.gov, and with the Illinois Attorney General’s Consumer Fraud Hotline at 1-800-386-5438.
A negative balance on your Base supply means your credits exceeded your energy supply charges for that billing period. This can happen when Base uses your battery frequently to support the ComEd grid. Credits on your ComEd account roll forward to offset charges in future billing periods. Base handles this automatically. Base cannot independently issue refund checks for negative balances.
ComEd performs two roles: it delivers electricity to your home through its grid infrastructure, and it sends you one consolidated monthly bill.

Base Energy Supply Charge
The amount Base Retail LLC charges for supplying your electricity. Base sets this rate to be indexed at least 15% below ComEd’s price to compare.
ComEd Delivery Charges
Fees for ComEd’s infrastructure: power lines, distribution equipment, and grid maintenance. These are the same regardless of which energy supplier you choose. Base does not control these and receives no portion of them.
Why they’re listed separately
Your bill separates energy supply (Base) from delivery (ComEd). Both appear as distinct line items on your single ComEd bill.
Your energy bill comes from ComEd — not directly from Base. ComEd consolidates all charges into a single monthly statement. Here’s what you’ll see:
Base Energy Supply Charge
Base Retail LLC’s charge for supplying your electricity. Calculated as your monthly usage (kWh) × Base’s rate, which is indexed to be at least 15% below ComEd’s price to compare.
Battery Dispatch Credit (if applicable)
When Base uses your battery to support the ComEd grid during peak demand, you receive a credit. This appears as a line item on your ComEd bill.
ComEd Delivery Charges
Fees for maintaining the infrastructure that delivers electricity to your home (power lines, poles, transformers, meters). These are set by ComEd and the ICC — Base has no control over these charges and receives no portion of them.
Taxes & Other Fees
State and municipal taxes, the Illinois Renewable Portfolio Standard charge, and other regulatory assessments.
Base is Illinois’s only Alternative Retail Electric Supplier (ARES) that provides members with a home backup battery system — at little cost. Unlike traditional energy suppliers, Base makes money by using your battery to help stabilize the grid during peak demand. This lets Base offer energy rates at least 15% below ComEd’s price to compare — not by cutting corners, but by earning revenue from grid services rather than from you.
What you get as a Base member
Your rate commitment is built into your Energy Service Agreement when you join Base. Base earns revenue by providing grid-balancing services through your battery, so your rate stays competitive without the need to profit from your energy usage.
Base Retail LLC (an affiliate of Base Power) supplies your electricity as an Alternative Retail Electric Supplier (ARES), with ComEd maintaining distribution and emergency management responsibility. Your energy rate is indexed to be at least 15% below ComEd’s price to compare. ComEd publishes their price to compare periodically, and Base’s rate adjusts accordingly.
Your energy supply charges appear on your monthly ComEd bill — not as a separate Base invoice. You pay ComEd directly for your energy.

On-peak and off-peak periods are defined in your electric service agreement. The ComEd price to compare is published by the Illinois Commerce Commission at plugin.illinois.gov, where you may also compare electric suppliers.
Base Retail, LLC is an Alternative Retail Electric Supplier (ARES) licensed in Illinois. You are not required to purchase electricity from Base Retail, however, enrollment in a Base Retail supply plan is required to maintain battery service at your home.

Here’s an overview of the process:
After we receive your authorization, we will submit your switch request to ComEd. We will send you confirmation when ComEd approves your switch. ComEd will also send you confirmation of the pending switch. Your confirmed service start date will be dependent on your battery installation date and your meter read cycle. We will notify you as soon as we have a confirmed start date. It will typically be on the next billing cycle after battery installation.
Until your Base service starts, ComEd remains your electricity supplier. Once your Base service starts, your monthly energy bill will still come from ComEd — it’ll just have your new Base supply rate as a line item.
Activating Base in Illinois involves six (6) agreements* that work together:
