How it works
About 85% of Texans live in deregulated areas and can choose a retail electric provider. Your bill is the energy you buy from that provider plus delivery charges set by your local utility — Oncor, CenterPoint, AEP Texas, or TNMP — and passed through without markup. The Texas residential average is about 16.39¢/kWh, below the U.S. average of 18.83¢/kWh (EIA). Base keeps it simple: a flat 8¢/kWh energy charge plus a flat $19–$29/mo membership, with no teaser rates or bill-credit games.
